Over-optimization of anchor text — particularly a high ratio of exact-match keyword anchors pointing to a page — is a well-known spam signal that Google's Penguin algorithm targets. A backlink profile where the majority of links use identical, keyword-rich anchor text strongly suggests a manipulative link scheme, while a diverse, natural distribution of anchor text is a hallmark of genuine, editorially earned links.
